Overview
The Ariel Glaser Pediatric AIDS Healthcare Initiative (AGPAHI) is Tanzanian led and managed national organization focusing largely on HIV and AIDS and other related health programs. AGPAHI implements all its programs in collaboration with Tanzania Government Entities through the Ministry of Health, Community Development, Gender, Elderly and Children (MoHCDGEC) and President’s Office – Regional Administration and Local Government (PO RALG) and other stakeholders. AGPAHI supports the provision of high-quality HIV and other health services and ensures that efforts are well-integrated into existing regional and district health systems.

AGPAHI is implementing various projects that are highly demanding and thus the organization is looking for a motivated, result driven, qualified and competent staff to fill the positions below:

Vacancy title: Faith and Community Initiative Officer

Purpose of the Post The Faith and community Initiative Officer has the key role of achieving the goal of the Faith based Initiative with two priorities Engaging communities of faith to reach men and children with testing and services, understand the epidemic, and raise community awareness through: Faith community structures and Existing and additional FBO partners. Strengthening justice for children through; Community leaders (e.g., faith, traditional, school, civic) and Faith & traditional organizations/structures .

Major duties and Responsibilities

  • The officer will serve as the first point of contact for the FCI Implementing partner (FBO sub grantee) to execute Faith-Community Initiative supported by AGPAHI

  • Support Faith Based Program on new initiative to strengthen neighborhood-based relationships between social service agencies and faith-based institutions.
  • Work with the interfaith program to develop and maintain updated and accurate contact list of faith based leaders and organizations
  • Ensure the FCI work plan is developed and followed up be getting monthly, quarterly technical reports from FIC partner
  • Coordinate monthly and quarterly partners data review meetings between AGPAHI and FCI Implementing partner
  • Responsible for submission of the FCI component of the quarterly CDC report
  • Perform all other related duties as assigned by the supervisor.

Qualifications, Skills and ability

  • Bachelor degree in Social Studies and Community Development Studies
  • Degree in public health or project management is an added advantage
  •  Three (3) years of work experience working with diverse faith-based organizations and or communities.
  • Experience and history of working with clergy and faith leaders, both as colleagues and a leader.
  • Strong commitment to PEPFAR FBO mission; deep understanding of the needs of faith-based institutions.
  • Hard working, able to address challenges; committed, flexible, self – motivated and full of initiative.
  • Excellent writing and speaking skills.
  • Experience facilitating meetings and workshops.
  • Managing outcomes and using data to inform continuous improvement and decision making

Vacancy title: 3 Program Officers, Clinical Services

The Program Officer, Clinical Services will work as a key member of AGPAHI’s Technical team. He/ She will run day to day program implementation activities in AGPAHI supported regions. The PO, Clinical Services will work in close collaboration with other staff members to ensure timely implementation and reporting of activities for AGPAHI supported programs .
Assists in co-ordination of Care and Treatment and PMTCT in the programs

  • Co-ordinate Care and treatment and RCH integrated activities at local partner sites
  • Assists in co-ordination training of health workers at project sites as deemed necessary
  •  Conduct supportive supervision and technical assistance and share findings with other program staff, the ZPM and technical supervisor
  • Ensure and strengthen linkage between RCH integrated activities and Care and treatment
  • Support and monitor implementation of integrated programs including TB/HIV, early infant diagnosis (EID), and PITC according to national guidelines
  •  To assistTCB, CL and LAB in the supervision of these programs

 


Qualifications, Skills and ability

  • Bachelor Degree in Medicine
  • Experience in providing HIV care and treatment services.
  • Minimum of (3) three years of clinical experience required with 2 years working experience in HIV/AIDS care and treatment
  •  Excellent knowledge of national and World Health Organization and MOHSW guidelines on HIV care and treatment
  • Computer literacy is necessary and the applicant should be comfortable working with the basic Microsoft packages (Word, Excel & PowerPoint)

Vacancy title: 2 Program Officers, Pediatrics HIV and AIDS

JOB DETAILS:
Program Officer, Pediatrics is a self-motivated individual who will provide oversight and technical assistance to districts to enable them provide quality comprehensive pediatric HIV and AIDS care, support and treatment services. He/ she will be required to provide clinical advice and direction in the implementation of scaling-up of pediatric HIV and EID services within AGPAHI He/ She will coordinate pediatric HIV and EID activities and program components within AGPAHI implementing sites and participate in planning of pediatric activities including HIV Early Infant Diagnosis (HEID) .

Principal Functions:

  • Assists in co-ordination of Pediatric Care and Treatment and HEID in the programs
  • Coordinate the management of Pediatric HIV and AIDS related activities within AGPAHI implementation sites.
  • Participate in planning and implement Early Infant Diagnosis program and integration of EID with HIV Pediatric Care and Treatment.
  • Participate in planning and implement agreed initiatives in scaling up pediatric HIV and AIDS services.

  •  Liaise with laboratory and SCM team to support supply chain management services that ensures availability of pediatric HIV commodities (ARV pediatric formulation, DBS kits) at all levels within the districts and maintain continuous communication with MSD
  • Liaise with M&E coordinator and ensure availability of growth chart monitoring tools and TB screening at all levels within the district
  • Liaise with community program staff within AGPAHI to coordinate linkages and referral networks for exposed and infected infants/children within the supported districts
  •  To collaborate with RHMTs,CHMTs and Hospital Management Teams to design , implement innovative strategies for improving the quality of pediatric HIV and EID service
  • Work closely with AGPAHI technical Staff to ensure monthly, quarterly, semiannual and annual donor reporting of Pediatric HIV and AIDS indicators are well prepared and submitted timely.
  • Liaise with RCH Manager and ensure implementation of pediatric HIV and AIDS activities at local partner sites..

Qualifications, Skills and ability

  • Degree in Medical related field Preference will be given to the following;
  • Minimum (3)three years’ experience in HIV/AIDS Care and Treatment programs

Vacancy title: Program Officer, Quality Improvement
The purpose of this job is to provide assistance to supported facilities and CHMTs to develop continuous quality improvement teams, implement quality improvement plans, report and document all quality improvement initiatives. .

Major Duties and Responsibilities

  • Participate in the development and implementation of the Quality Improvement work plan and monitor the activities under this work plan to ensure they are executed as planned in the different regions;
  •  Initiate Quality Improvement activities in health facilities that are identified in the different activities run under the program based on analysis of C&T, PMTCT/EID, LAB,TB/HIV, PITC, SCM, CL data for reporting purposes to the donors;
  • Participate in the development of tools and indicators that will be used in the field to ensure the work done and data collected is accurate, efficient and elaborate;
  • Assist in the development and maintenance of the quality improvement monitoring tools that are used by AGPAHI staff to monitor AGPAHI supported sites;
  • Carry out regular performance measurements at health facilities and analyse the Quality Improvement data to ensure staff and sub-grantees apply Quality Improvement principles in their routine supportive supervision at the health facilities;
  • Conduct site specific assessments of quality improvement capacity and monitor program officers to ensure data collected is of the required standard and quality;
  • Oversee data collection activities related to quality improvement efforts by regularly sampling data from different health facilities to ensure the data collected is to the standards required by the donors;
  • Support RHMT and CHMT Ql teams in the implementation of the National Quality Improvement Guidelines and National Comprehensive Supportive Supervision & Mentoring Guidelines to ensure efficiency and effectiveness of the programs;
  • Facilitate frequent trainings and workshop sessions that build the capacity of all technical staff to integrate Ql principles into their work and various departments in order to improve the their performance;
  •  Coordinate on-site Quality Improvement mentor programs and refresher courses for all program officers that have had previous trainings in Ql to initiate quality improvement initiatives in each department;
  • Coordinate regular meetings to share M&E and Ql data and patient outcomes so that departments know how effective the program is and what are the areas that need more support and focus;
  • Manage data and information generated from routine monitoring and evaluation and disseminate data and reports to RHMTs, CHMTs, sites and partners for decision making;
  • Coordinate regular feedback to and information exchange with all stakeholders to share experiences in order to improve quality in partners’ program;
  • Organise meetings at site-level with program officers in the review of data, flow charts and follow up of action plans through PDSA cycles in order to strengthen Quality Improvement in existing health management structure;
  • Act as AGPAHFs primary liaison person with National AIDS Control Program and University Research Company (URC) to support them in implementation of National Ql program;
  • Use results of Ql interventions in the development of reports, best practice documents and guidelines in collaboration with other -AGPAHI staff to share with AGPAHI, site staff and partners;
  • Conduct semi-annual Quality Improvement campaigns to expand of Quality Improvement initiatives at health facilities,

Qualifications, Skills and ability

  • Bachelor’s Degree in Medicine, Nursing or Social Sciences from a recognised institution
  • Current registration with the Medical Council ofTanganyika or equivalent professional body
  • Three (3) years of relevant work experience

Technical Competencies

  • Knowledge of national laws and regulations governing paediatric AIDS services and operations;
  • Experience working with donor funded organisations requiring community level engagement;
  • Knowledge of relevant AGPAHI donor requirements;
  • Ability to produce comprehensive reports;
  • Proficiency in the use of databases such as Microsoft Access, Epi-lnfo and analytical software, such as STATA, SPSS, R;
  • Skills in operational research;
  • Good facilitation skills and ability to deliver training; and
  • Discretion with confidential information.
  • Ability to gather appropriate information for decision making;
  • Ability to openly consult with colleagues;
  • Ability to set priorities accordingly;
  • Ability to speak up in the face of unreasonable requests;
  • Ability to apply new changes; and
  • Ability to learn and retain new knowledge.
