ACHIEVE is a five-year, USAID-funded global cooperative agreement with the dual objectives of attaining and sustaining HIV epidemic control among at-risk and hard to reach pregnant and breastfeeding (PBF) women, infants, children, and youth, as well as to mitigate the impact of HIV/ AIDS and prevent HIV transmission among these populations; and supporting the transition of prime funding and implementation to capable local partners in order to meet the PEPFAR goal of 70% of funding to local partners.

ACHIEVE is funded by USAID in Tanzania to implement a four-year activity ( October 2020 to April 2024) which aims: (1) to improve national- and community-level social welfare systems in order to sustain support for orphans and vulnerable children (OVC) and families affected by HIV and (2) to strengthen the capacity of local organizations to deliver OVC services and (3) to deliver high quality OVC services and DREAMS interventions for AGYW 9-14 years .

The CD and Grants Officer will report to the Senior CD Officer. The CD and Grants Officers will contribute to ACHIEVE’s objective of strengthening the capacity of local organizations to manage and implement USAID/PEPFAR OVC and DREAMS. He/she will work to ensure that Transitional Track Partners and Traditional OVC/DREAMS service delivery partners in Lake and Western Zones have strengthened technical and organizational capacities to implement and manage high quality programs serving OVC. In collaboration with ACHIEVE Cluster technical teams, the Capacity Development and Grants Officers will play a role to ensure that TTPs are transitioned for direct funding from USAID and other local implanting partners sustain and own OVC service delivery.

The CD and Grants Officers will also assist the other technical components within ACHIEVE and link with other cluster technical team to achieve project goals.

They will also work to ensure coordination among other stakeholders to leverage resources.

The Capacity Development and Grants Officer, will be responsible for the following functions, tasks, and deliverables:

• Support Capacity Development and grants activities at cluster level for both TTPs and other OVC/DREAMS service delivery implementing partners.
• They will coordinate strategy development, implementation, and monitoring of all CD activities at cluster level. This will include working with across teams (ex. MEL, Systems Strengthening, OVC Service Delivery, etc.) to integrate CD activities.
• Lead the implementation of capacity and performance assessments (using the Non-US Organization Pre-Award Survey, Integrated Technical and Organizational Capacity Assessment Tool, and Organizational Performance Index-Plus) of local partners) and document results in the Capacity Solution Platform.
• Participate in development of Capacity Action Plans for local partners and ensure timely documentation and updated information in the Capacity Solutions Platform
• Work in collaboration with TTPs support implementation of all CAP and also document all process best practices for sharing with USAID
• Take lead of CD and Grants activities to both TTPs and Traditional OVC/DREAMS implementing local partners trough training, mentoring, coaching, and technical supportive supervision.
• In collaboration with other ACHIEVE technical staff at cluster level conduct field visits to address CD gaps through training, coaching and mentorship to TTPs and Traditional OVC/DREAMS subgrantees
• Participate in preparing work plans, quarterly and annual reports, and other reports and papers summarizing project results and evidence-based successes from both TTPs and Traditional OVC/DREAMS service delivery partners.
• Prepare and document field of success stories and best practices for CD activities reflecting TTPs transitioning for direct funding from USAID and support sharing success stories and evidence for project visibility.
• Ensure amendments to contract are developed and processed in a timely manner as needed.
• Participate in developing audit and compliance review plans for sub awardees and ensure they are properly implemented.
• Provides on-going assistance to sub recipients to administer their sub agreements compliant with all terms and conditions of award.
• Track and update all the special awards conditions in all sub agreements and subcontracts.
• Ensure that office systems for grants and contracts administration are maintained and provide management with regular reports.
• Act as CD and Grants technical leads at cluster level
• Conduct other CD & Grants tasks as assigned by supervisors.

• Bachelor’s degree and 4 years OR Master’s degree and 3years of experience in project management, social work, public health, business administration, education, capacity development for local organizations or other relevant areas.
• At least three years post university experience in organization and technical capacity development activities and an interest in supporting OVC/DREMS.
• Experience in strengthening organizational capacity in PEPFAR funded HIV/AIDS, child welfare and protection programs, systems strengthening, capacity building, economic strengthening, service delivery, quality improvement, or policy development.
• Experience in capacity assessment using different tools such as OCA, OPI and NUPAS
• Experience writing project field reports
• History of effectively working and collaborating in multi-cultural and gender balanced teams.
• Moderate grasp of participatory Capacity Development methodologies.
• Demonstrated effective interpersonal and creative problem-solving skills.
• Ability to develop and maintain strong relationships cluster technical teams, government and other stakeholders.
• Appropriate facilitation and training skills in a variety of health and organizational development topics.
• Appropriate writing and oral presentation skills, including fluency in English and Swahili.
• Appropriate teamwork and interpersonal communication skills
