CPIE Manager at Plan International

We have been building powerful partnerships for children for over 80 years, and are now active in more than 70 countries.

The role will be responsible for ensuring that the child protection projects are implemented within agreed timeframe and budget. The post holder will be responsible for directly supervising Child Protection Coordinators and build their capacity in managing projects and reporting on achievements as well as challenges in Nyarugusu camp with support from the Child Protection Specialist. The post holder will also represent Plan International in technical coordination forums at district level in collaboration with the CPiE Specialist as well as follow-up on the implementation of agreed action points. He/she will be responsible for developing a monitoring and evaluation plan with support from MEAL, follow-up on implementation with strong focus on addressing data quality issues and through analysis to inform program design and implementation. The post holder will also participate in resource mobilization processes alongside the CPiE Specialist.

The position is based in Nyarugusu and reports to the Child Protection in Emergencies Specialist.

Responsibilities of the Post Holder

Programme implementation:

  • Provide leadership towards the implementation of all of Plan International projects in child protection including the development of detailed implementation plans and follow-up on progress
  • Conduct regular meetings with project staff and community members to assess progress toward objectives, discuss issues and assist in finding solutions to challenges identified.
  • Review project budget spending along with the Coordinators and compliance staff in order to closely track progress and address any challenges.
  • Provide support and supervision to case management, Psychosocial support and community based teams in order to comply with existing inter agency and Plan International standards  in Tanzania.
  • Work with the Child Protection Information Management System (CPIMS)+ Officer in Plan International or administrator in International Rescue Committee to access data and trend reports needed to inform donor reports as specified in the Information Sharing protocol.
  • Support camp-based staff and lead in the compilation of donor reports and periodic updates as required.
  • Closely coordinate with relevant Plan International departments (Compliance, MEAL, Finance, Logistics and HR) to ensure smooth implementation of all projects.
  • Consolidate capacity building plans prepared by the coordinators and monitor implementation with technical support from CPiE Specialist.

Monitoring Evaluation Accountability Learning (MEAL):

  • Lead the implementation of recommendations from assessments conducted by the MEAL team.
  • Lead monitoring of the quality of project activities and support evaluation of the same in collaboration with the MEAL team.
  • Ensure proper documentation of project reports and documents for easy access by programme staff.
  • Support continuous learning and quality improvements for individual staff and the overall program team.

HR Management

  • Supervise and mentor direct-report staff, namely the PSS, Community Based and Case Management Coordinators including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and leading documentation of semi-annual performance reviews for all CP team.
  • Promote and monitor staff care and well-being; approve and manage all leave requests to ensure adequate coverage.
  • Offer leadership support for successful adherence by staff to Plan International Policies and Procedures and strategy.
  • Participate in recruiting, training and mentorship of camp-based staff.
  • Perform other HR related functions such as filling of timesheets in a timely manner based on Plan International Policies.
  • Advise SMT on child protection related human resource and administration needs including CP team welfare.
  • Provide regular updates to ERM regarding priorities and constraints – verbally and in writing on an agreed frequency.

Business Development

  • Participate in program design and the development of new concepts and proposals in line with donor requirements and Plan International policies.
  • Work with the CPiE Specialist to compile learning/lessons from project implementation to inform the design of future programs
  • Support budget development and activity plans for new proposals and concept papers.

Representation and advocacy:

  • Support the CPiE Specialist when necessary in representing Plan International in sector coordination meetings and interagency activities and promote Plan International’ in child protection programs
  • Participate in interagency assessments and trainings.
  • Work in close relationship with the government representative in Kibondo and Kakonko Districts and other partners/UN agencies present in the camps.

Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Key relationships

The Child Protection in Emergencies Manager will have significant contact with Plan’s Child Protection team and will liaise closely with the ERM, CPiE Specialist, CP Coordinators, MEAL team, EiE Team and Youth team.

Technical expertise, skills and knowledge

The qualified candidate will be a child protection in emergencies professional with relevant degree in Psychology, anthropology, Social work or equivalent.

Essential:

  • At least 3-5 years’ experience working in child protection in emergencies. Experience of working in refugee settings and in host communities
  • Excellent project design, participatory monitoring and evaluation skills
  • Experience in coordination and external engagements
  • Proven capacity to train, coach staff and provide supportive supervision
  • Effective team management skills across several locations and operating in a cross cultural structure
  • Excellent command of English, communication and reporting skills
  • Ability to work under high pressure with a great level of personal organization
  • Good knowledge of and experience in Minimum Standards for Child Protection in Humanitarian Action and other interagency guidelines for child protection
  • Minimum three years’ management or staff supervision experience?

Desirable:

  • A Masters’ degree would be an added advantage.
  • Previous experience leading/being part of an inter-agency transition to CPIMS Primero
  • Experience of managing grants and donor’ reporting requirements
  • Excellent IT skills: knowledge of MS Word; Excel and Outlook required.
