ECHO CONSORTIUM PROGRAM MANAGER
CHILD SAFEGUARDING:Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
The Consortium program manager will be the key focal point to ensure coordination among the consortium partners and regular communication with SC member office. S/He will lead on developing systems and processes to ensure regular, joined-up and effective coordination and dissemination of information. They will be responsible for ensuring key issues are being raised from field level and that management and technical decisions are taken based on quality programme and management information, and follow up.
The Consortium Manager will play a key role in setting the strategic direction of a three partner, refugee response program. This will include leading on proposal development, strategy processes, and driving joint advocacy initiatives with key stakeholders, ensuring these initiatives are informed by effective monitoring, evaluation and documentation of programme learning.
The Consortium Manager will coordinate and support production of submission of quality deliverables to the donor, including donor reports, proposals, assessments and evaluations. S/He will be responsible for ensuring effective grants and financial management systems are in place, with key controls. S/he will liaise closely with relevant local government authorities, INGOs, UN Agencies and donors.
S/he will work closely with partners, and respond to the guidance from the SC Deputy Director Program Operation/Emergency Team Leder, assigning and coordinating activities of the project with the consortium partners.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
SCOPE OF ROLE: Save the Children has been operational in Tanzania since 1986 providing support to children through developmental and humanitarian relief programmes delivered in support of Government of Tanzania priorities and policies both directly and through local partners. We currently have an operational presence in Shinyanga, Mbozi, Zanzibar, Songwe, Kigoma and with Dodoma, Singida, Rukwa, Morogoro and Iringa. We also work through partners in other parts of the country. We employ nearly 100 staff and have an annual operating budget of approximately $14.5 million.
Save the Children leads the Burundian Refugees´ Access to lifesaving Protection and Education Services in Refugee Camps (Mtendeli, Nduta and, Nyarugusu) Tanzania. The Consortium consisting of Save the Children, Plan International and IRC as strategic partners. The consortium is about to implement a 12 month project under the current 2019 HIP ECHO action plan for Great Lake Region, funded by European Commission Humanitarian Aid and Civil Protection (DG ECHO) with a focus on Education in Emergency and Protection.

KEY AREAS OF ACCOUNTABILITY :
Consortium Coordination
Ensure robust and strategic information is available to enable the partners management to effectively monitor and review consortium management and implementation
Play a key role in driving joint advocacy initiatives and setting strategic direction
Represent the consortium and foster collaboration and learning.
Facilitate joint discussion and strategic decision-making through regular meetings with an emphasis on ensuring issues can be systematically raised from field and partner level and discussed together.
Programme Quality
Ensure key management staff imprlrmrting ECHO funded program are informed of programme progress and best practices to feed into advocacy and programme design
Ensure that efficient systems are in place to support coordinated consortium management and implementation including grant management and project monitoring and evaluation
Work with the finance team to ensure effective financial processes and controls are in place, and that issues are identified and followed up with partners in a timely way, including ensuring financial reports and other key deliverables are completed
Maintain a close working relationship with technical teams across partners at field office and Yangon level to support coherence in approaches, raising and follow up on key issues, strategy development, and integration across partners and sectors.
Coordination and production of key reports and other project deliverables.
Organise and participate in field visits by donors, head office and other organizations.
Monitoring, Evaluation and Information Management
Ensure the effective monitoring, evaluation and documentation of the program, and that any learning is built into the design of future programmatic work
Representation & Advocacy & Organizational Learning
Play a key role in Consortium representation in formal and informal relationships with partners, donor, government authorities and other stakeholders, as appropriate.
Support the design of cross consortium advocacy initiatives and participate in advocacy activities that target decision-makers in-country related to project advocacy objectives.
Leadership
Encourage good initiatives and innovative ideas across the Consortium partners
Maintain a focus on achieving results and meeting the agreed objectives, and pro-actively solve problems without having to be instructed by line management.

QUALIFICATIONS
Essential
Minimum Master’s Degree in social Sciences, humanitarian assistance/international development or related field
Minimum 5 years professional experience in either education, education in emergencies, protection or disaster risk management – Ideally a combination of protection in emergency, education in emergency, response and disaster risk reduction experience or exposure would be preferred.
Demonstrable experience of project management and the project management cycle including planning, monitoring, financial and budget management, reporting etc.
Excellent representational skills with experience of negotiating and influencing governments, working with partners, donors and development agencies.
Fluency in English (written and spoken)
Excellent interpersonal, communication skills and ability to build a strong and highly functioning team
Training/capacity building skills
Strong presentation and reporting skills
Commitment to and understanding of Save the Children’s aims, values and principles.

Desirable
Understanding of ECHO funded actions
Familiar with humanitarian context of Kigoma Region or other similar countries/regions
Ability to work in a team with flexibility to undertake challenging task and adapt to different working conditions.
EXPERIENCE AND SKILLS
Essential
At least 4 years of experience coordinating emergency projects within an International NGO
Professional experience interacting with partners and achieving project outcomes accordingly
Prior experience working in a consortium or managing a consortium will be a plus
A bachelor degree in relevant areas such as social science/ development studies or equivalent work experience;
Master’s degree in the relevant field is an advantage
Desireable
Strong verbal and written communication skills in English
Working knowledge of Kirundi (desirable)
Be a positive role model and demonstrate conflict-solving behaviors.
Management and leadership skills.
Skills in communicating with multicultural populations.
Knowledge of child development and family interactions.
Knowledge of PSS and interaction with problematic youths
