KNCV Tuberculosis Foundation (KNCV) is one of the leading international non-profit organizations dedicated to fighting tuberculosis (TB) worldwide. We are an international center of expertise for TB control that stimulates effective, efficient and sustainable tuberculosis control strategies in a national and international context. We are an organization of passionate TB professionals; including medical doctors, researchers, training experts, nurses and epidemiologists.

Over the past century we have built a wealth of knowledge and expertise, initially by successfully driving back TB in the Netherlands, and subsequently by partnering in the fight against TB in over 40 countries worldwide. In addition to TB control, KNCV is active in the field of antimicrobial resistance (AMR) and COVID-19 prevention and control.

We operate from a central office in The Hague in the Netherlands and additional country offices worldwide, including in Tanzania. KNCV raises funds from individual, institutional and corporate donors.

Dream Fund Project

The Dream Fund Project will focus on enhancing accelerated access to diagnostics, care and treatment innovation for TB and COVID-19 that will be implemented in up to four countries, including Tanzania. Accelerating access to diagnostic and therapeutic interventions within the existing health systems will lead to improved uptake of effective TB and COVID-19 diagnosis and treatment solutions, and it is anticipated that the public health and economic impact of these respiratory illnesses will be reduced.

People suffering from respiratory diseases, in particulary TB and the emerging COVID-19 infection, have encountered delays in the diagnosis of their specific disease and its drug sensitivity pattern and hence delayed treatment initiation. It is now possible to use a pocket-sized device for detection of all infectious diseases and their resistance patterns. The device is called MinION and it can do a lot more detailed analysis than the traditional microscope detecting infectious diseases such as TB and COVID-19. It can also identify which infectious diseases are resistant to specific drugs – and which drugs will be effective for treatment. This project will make this technology available to the people who need it most, people suffering from infectious diseases, especially in developing countries.

KNCV is currently recruiting a Finance Officer for this anticipated project.

Purpose of the position and organizational position

The Finance Officer is responsible for keeping accurate, complete and up-to date project  financial records for KNCV Tanzania Country Office, as well as other financial related duties including monitoring of project expenses against approved budgets. The position reports directly to the Finance & Administrative Officer.

As a Finance Officer you will 

 

  • Assist the Finance and Administrative Officer in planning and budgeting of Project activities, and cashflow projections according to KNCV and donors rules and regulations
  • Prepare payment vouchers, ensure they are well coded and supported with appropriate documents, and processed for approval by the authorized officer/manager;
  • Initiate payments of approved invoices/payment vouchers in the Bank system and process them for approval by the signatory;
  • Post payment vouchers into the accounting system, and ensure postings are complying with both KNCV and donor rules and GAAP (generally accepted accounting principles);
  • Ensure timely filling of statutory returns in their designated system as per respective regulatory authority;
  • Collect training and travel expense reports and liaise with the Finance and Administrative Officer in reviewing, analysing, and reconciling against the approved activity budgets;
  • Assist Finance and Administrative Officer to perform monthly reconciliation of accounts payables, receivables and Bank accounts and produce detailed report of the balances;
  • Manage filling of all financial documents, ensure they are appropriately labelled and safe guarded;
  • Assist the Finance and Administrative Officer in monitoring implementation of project activities against the approved budget;
  • Support in-country procurement by preparing comparative bid analysis for goods and services to be procured and submit to procurement committee for discussion and decision making;
  • Support compilation and filling of VAT claim to respective government authorities;
  • Maintain asset registry;
  • Support in-country internal/external audits ensuring all financial records and backup documentation are readily available;
  • Perform any other duties and responsibilities assigned by the management in relation to project implementation and daily management of the organisation.

 

Who are we looking for?

 

  • Bachelor degree (Accounting, Finance and or Business Management);
  • Minimum 2 years’ experience in finance, HR and office administration, preferably in an international NGO setting;
  • Demonstrable experience with accounting and financial reporting in donor supported projects;
  • Knowledge of government laws in Tanzania for NGOs operation in the country is an added advantage;
  • Knowledge and proficiency in financial Accounting software, like, EXACT Globe & MS Excel and MS Word;
  • Good planning and organizational skills and efficient work methods.
