VACANCY ANNOUNCEMENT
Management and Development for Health (MDH) is a non-profit organization in Tanzania contributing to address public health priorities. MDH works with the Ministry of Health, Community Development, Gender, Elderly and Children; as well as academic and non-academic institutions to address the problems of tuberculosis, malaria, HIV/AIDS, nutrition, maternal and child health and to undertake initiatives to advance public health research, education, and services for improving the lives of people.
In Dar es salaam, MDH supports the Government of Tanzania through the Municipal councils of Ilala, Temeke, Kinondoni, Ubungo and Kigamboni in implementation of the program on HIV/AIDS Care and Treatment and monitoring of people living with HIV/AIDS (PLWHA). In order to strengthen care and treatment of PLWHA in Dar es salaam, MDH-DSM Sub grantee on behalf of above Municipal Councils seeks to employ the following staff:

DISTRICT QUALITY IMPROVEMENT OFFICER (3 Posts): Ilala-1, Kigamboni-1, and Ubungo-1.

Reporting to Regional Quality Improvement Manager.
Duties and responsibilities:
 Support the respective districts in establishments of functional quality improvement teams (QIT) at the respective facilities and district.
 Support the facilities/district teams in identifying areas for improvement and assist the teams to prepare plans for improvement.
 Support follows up and implementation of quality improvement teams at the respective District.
 Assist facilities and program staff to plan, conduct evaluation and survey to identify gaps at the respective District.
 Facilitate onsite monthly and district quarterly meeting to share challenges and success within the respective District.
 Performing quarterly supportive supervision in respective district and also do mentorship to work on gaps and challenges found after supervision while working jointly with CHMT.
 Ensuring national and program priorities on Quality Improvement are implemented as per set goals based on project work plan.
 Working closely with CHMT, District QI team Coordinator and Program managers in building
capacity of health care workers on Quality improvement.
 Developing and QI initiatives and strengthening WIT (Working Improvement Teams) in the other units.
 Working closely with CHMT in improving quality of care through regular provision of feedback and communication to the respective facilities and District teams.
 Report writing monthly, quarterly and annually.
 Perform any other task assigned by supervisor
EDUCATION & PROFESSIONAL QUALIFICATION
 Degree or Diploma in Medical field – Medical Doctor, Assistant Medical Officer, Clinical Office or Nurse Officer
 Two or more years of experience working in HIV/AIDS care and treatment programs
 At least 2-3 years’ experience in implementing quality improvement activities.
 Ability to write report and prepare planning
 Ability to conduct evaluation and surveys.
 Experience working with CHMT will be an added advantage

DISTRICT TB-HIV OFFICERS (3 Posts): Ilala-1, Kinondoni and Ubungo-1, Temeke and Kigamboni-1

Reporting to Regional TB/HIV Manager
Duties and Responsibilities
 To support implementation, M&E and reporting of TB, TB-HIV services under the Afya Kwanza project, as well as other relevant activities.
 To support implementation of initiatives to address key program, donor and national priorities
such as intensive TB screening and case finding among PLHIVs and IPT- in line with national guidelines
 To provide TA to the DACC, DTLC and HFs in planning, implementation, M&E and reporting of TB, TB-HIV services
 To support RTBHIV Manager to asses and implement initiatives to address skill and resource needs in TB, TB-HIV services through supportive supervision, mentorship, on-job training,
CQI and other approaches in collaboration with R/DTLC, R/DACCs
 To support timely collection and submission of TB, TB-HIV data – as well as support strengthening of the related M&E systems – in collaboration with the M&E team
 To support RTBHIV Manager in writing technical program documents including reports, best practices, lessons learned and other relevant documents
 To support and advise the RTBHIV Manager on all TB, TB-HIV issues and perform other relevant duties as assigned by the RTBHIV Manager
Requirements. Education, work experience and skills
 Degree or Advanced Diploma in Medicine or related field with relevant national registration
 At least 2 years of experience working in public health programs/ services
 At least 2 years of experience in design, implementation, management and M&E of TB, TBHIV or related clinical and public health programs and services
 Experience in using CQI, PHE and OR techniques to address public health challenges
 Experience in writing reports, best practices and lessons learned
 Excellent command of Swahili and English languages, in written and oral communication
 Experience in basic computer applications such as MS Word, Excel, Power point and internet
 Ability to work under pressure and stringent deadlines

DREAMS OFFICER: 1 Post; Kagera

Reports to Project Manager
Job Summary: The DREAMS (Determined, Resilient, Empowered, AIDS-free, Mentored, and Safe) officer works with and supports the MDH Regional Project Manager to ensure efficient implementation, M&E and reporting of all service delivery for adolescent girls and young women. • To support sub partners in designing a safe space model to provide services to adolescent girls and young women in Muleba.
• Support sub partners to manage the implementation of DREAMS plans and budgets and ensure alignment with overall DREAMS objectives and operational guidelines.
• Work with CHMT, health facilities and community partners in the respective DREAMS District to ensure coordination with other programs and stakeholders.

VOLUNTARY MEDICAL MALE CIRCUMCISION (VMMC) OFFICER: 3Posts; Kagera,
Kigoma, and Geita

Reports to VMMC Manager
Job Summary: The Voluntary Medical Male Circumcision(VMMC) officer works with and supports the
MDH VMMC Manager to ensure efficient implementation, M&E, and reporting of voluntary medical male
circumcision and Early Infant Male circumcision(EIMC) services in supported regions. She/he is responsible
for the field implementation, coordination and reporting of all VMMC/EIMC initiatives in her/his respective
region under the guidance of the VMMC manager and in collaboration with other MDH staff and relevant
regional, council and health facility staff. Candidate should be willing to join and/or work with MDH or its
sub grantees in VMMC.
Duties and Responsibilities
• To support the VMMC Manager in implementation, M&E and reporting of VMMC/EIMC Key
performance indicators under the Afya Kwanza project, in line with project work-plan
• Work with region and district teams to establish and integrate VMMC/EIMC services into HIV prevention
and other initiatives as appropriate.
• Work with MOHCDGEC, PORALG, R/CHMT and GHSC to incorporate VMMC/EIMC commodities
needs and devices into national supply chain system

Job Summary: The Medically Assisted Therapy (MAT) Manager is a technical expert in all matters relating
to MAT program and services. S/He provides technical leadership and oversight on MAT related services and
intervention. S/He will be guided by the National Guidelines and SOP and other relevant authorities to keep
up to date with key advances in the issues related to MAT, translating into practice key program national and
global priorities in Medically Assisted Therapy and HIV prevention among People Who Inject Drugs (PWID);
as well as working with and providing substantive and technical direction and support to other MDH staff and
supported region and districts, key stakeholders at regional and local government authorities.
Duties and Responsibilities:
• To lead and oversee planning, implementation, capacity building, M&E and reporting of MAT
services under the AFYA KWANA Project as well as other relevant activities across supported region
• Provide functional and timely input in the implementation of MAT services including reporting on
progress of the planned activities and expected outputs
• To oversee implementation of key program initiatives to address program, donor and national
priorities such as HIV, TB, and Hepatitis screening in line with National guidelines
• To oversee needs assessment on MAT services and organize efforts to address them including capacity
building and Health System Strengthening in collaboration with Regional and District Program
Managers, Regional and District AIDS Control Coordinators and Regional and District Mental Health

• Arrange weekly schedule with the supervisor to ensure that the work priorities are
accomplished within specified time.

responsibility in meeting deadlines and making progress without direct supervision
• Strong oral communications and writing skills;
• Stationed at the region and/or district of working area.
• Quick to learn and follow supervisors instructions
Qualifications:
• A certificate of completion of high school( form six) or any diploma holder
• Previous experience in data collection will be an added advantage
• Having a human research GCP training is another added advantage
• Computer literacy, good written and spoken English
DISTRICT STRATEGIC INFORMATION MANAGER (DSIM): Dar es Salaam, Kagera and Geita
Reports to District Project Manager (DPM)
Duties and Responsibilities
• To lead and oversee Monitoring and Evaluatino (M&E) planning, implementation and reporting of the Afya Kwanza project work-plan and other MDH supported activities at council(s) level
• To lead implementation of key strategic information initiatives on program, donor, and national priorities – such as index HIV testing, and focused PITC – in line with national guidelines
• To ensure efficient utilization of Afya Kwanza project resources and compliance with donor and government regulations
• To actively participate in and provide technical assistance (TA) to the District Medical Officer (DMO)
and District AIDS Control Coordinator (DACC), Council Health Management Team (CHMT) and supported health facilities in planning, implementation, M&E, and reporting of HIV and related health programs, including the Council Comprehensive Health Plan (CCHP)
• To participate in strategic dialogue with council authorities on project issues on behalf of the RPM
• To conduct needs assessment, on HIV and related programs and services in her/his council(s) and
organize efforts to address these needs -; including in areas of capacity building and health system strengthening – in collaboration with the RPM, DMO and DACC
• To identify, engage and facilitate strategic collaboration with existing and new partners, in HIV and related services so as to maximize impact of Afya Kwanza project activities in the council(s)
• To work with the RPM and Grants Officer to develop and oversee sub-grantees plans and budgets, as well as ensure optimum resource allocation and utilization and compliance with donor and government regulations
• To ensure timely collection and submission of national HIV services and program data – as well as support strengthening of the related M&E systems – in collaboration with the M&E team
• Lead efforts to robustly analyse and utilize program data to inform plans, priorities and resource allocation and write reports, best practices and lessons learned for wider dissemination
• To lead efforts to identify gaps in HIV and related programs and services; design and implement operational research (OR), PHEs, secondary data analyses and CQI initiatives to address the gaps
• To implement and manage capacity building program, for HIV and related service providers; capitalizing on supportive supervision, mentorship, and on-job training
• To supervise program staff in respective council(s)
• To actively participate in writing technical program documents including project proposals, workplans, reports, best practices, lessons learned and other relevant documents, as required by the RPM.
• To support and advise the RPM on Afya Kwanza program implementation and related issues in her/his respective council(s) and perform other relevant duties as assigned by the RPM
Requirements: Education, work experience and skills
• Medical Doctor degree with current Medical Council of Tanzania registration
• Master’s degree in Public Health or related field is an added advantage.
• At least 3 years of experience working in public health programs/ services
• At least 3 years of experience in design, implementation, management and M&E of HIV or related clinical and public health programs and services
• Experience in using CQI, PHE and OR techniques to address public health challenges
• Excellent command of Swahili and English languages, in written and oral communication
• Experience in basic computer applications such as MS Word, Excel, Power point and internet
• Ability to work under pressure and stringent deadlines
