role PURPOSE

Plan International is an independent child rights and humanitarian organisation committed to children living a life free of poverty, violence and injustice.

Plan International actively unite children, communities and other people who share our mission to make positive lasting changes in children’s and young people’s lives, and children (specific focus on girls and young women) have guided and supported to gain the skills, knowledge and confidence they need to claim their rights to a fulfilling life, today and in the future. Plan International has been building powerful partnerships for children for more than 75 years, and are now active in more than 70 countries.

Plan International Tanzania has been implementing various development activities since 1991 in Health (Maternal Neonatal Child Health, Sexual Reproductive Health and Nutrition), Education, Water and Sanitation (including Menstrual Hygiene Management), Youth Economic Empowerment, and Child Protection in 16 districts within ten regions across the country – Dar es Salaam, Pwani, Mwanza, Geita, Rukwa, Dodoma, Morogoro, Lindi, Mtwara and Mara. Since 2015, Plan International Tanzania has also been a leading actor in the Burundian refugee response in the Kigoma region of Tanzania, and is the mandated lead agency by UNHCR in Child Protection in Emergency, and in 2019 also appointed as co-chair of Kigoma Emergency-interagency information working group in the three refugee camps.

 

The position holder for the role of M&E Officer will support routing Monitoring and evaluation of NORAD II Child protection project in Nkasi, Rukwa Region. NORAD project in Rukwa aim to promote child participation, civil society engagement, government engagement and community engagement and social mobilization. The project will be working with community power actors as key stakeholders for implanting the project activities as community facilitators, recruiting them as Champion of Change in the campaign of prevention of child marriage. While at the same time the project will identify activities whereby the community power actors will be invited. The government counterparts will be involved from design and validation of the proposed activities. They will be involved in annual work plan processing and approval of the activities. It will also suggest identifying activities which will be implemented by government counterparts. To ensure continuity and sustainability the project will work with local CSOs by building and strengthening their abilities and capacities to undertake and implement the Theory of Change in prevention of child marriage by raising awareness of the need to invest in and support girls, and shifting the social expectations that stifle their prospects.

The Project goal’s will be reduction of Child Early and Forced Marriage in Rukwa Region. Rukwa is among the regions with the highest rates of child marriage (9th out of 25 regions in the country) with the rate of 40% which is above the national rate of 37%. The project goal is to work with key stakeholders to reduce the rate of child marriage in Rukwa from 40% to 35%.  The M&E Coordinator will have responsibilities to track progress of the project inform implementers areas project needs improvement for better results.

Dimensions of the Role

Planning and Routine Monitoring

    • Work project manager, Programme Unit Manager to participate in assigned project’s meetings and workshop to provide M&E technical contributions.
    • Rollout Project’s Results Framework, M&E Framework, and M&E plan in line with donor requirements and Countries and Global Strategy Plans, and Plan TZA MERL policy.
    • Design and roll-out M&E tools to inform project’s indicators, including coaching and providing capacity building to partners staff to use the tools.
    • Support roll out of MERL Global systems, including capacity building to staff to update data in the system.
    • Lead reflection and feedback meetings with project beneficiaries, and ensure all learning from feedback are used to improve project progresses and performance.
    • Ensure the project have its indicator tracking table updated every month, and share status of project implementation to project coordinator/manager/ and MERL specialist at CO.
    • Lead mini evaluation and evaluation of the project with guidance from MERL specialists at CO
    • Lead project’s beneficiaries counting per activity, and related Data quality assurance exercises or the project
    • Assist with timely and high quality narrative reporting to donors (monthly, quarterly, and final) in conjunction with the thematic Sector Heads;
    • Collection of success stories and case studies for the projects
    • Produce quarterly monitoring reports as generated from Global M&E database.
    • Work with communication department to design user-friendly project’s IEC materials to present success of the project, and organizing results dissemination workshop at community levels.
    • Coordinate and supervise data collections for both internal and external evaluations, to ensure project standards and CO MERL standards are followed by the external evaluators
    • Orient and guide PU staff in data management using Global M&E systems, and mobile data collections
    • Follow up implementation of evaluation recommendations by implementers and head of thematic
    • Assist dissemination of evaluation findings to relevant stakeholders, including close out workshops

  • This position works closely with M&E of active local partner organizations (medium)

Technical expertise, skills and knowledge

Gained through education, training, & experience

Required experience and Qualifications

  • Minimum of a basic degree in Project Management, Statistics, Social Sciences, Information Technology, or equivalent
  • Minimum of at least three (3) years of experience in design and implementation of monitoring, evaluation and research systems;(M&E in Child Protection Projects is an advantage)
  • Minimum of 2 years of providing training, and in a supervisory and/or management role, in monitoring and evaluation to all levels of stakeholders;
  • Experiences in M&E of Education projects and  Child protection, projects
  • Ability to use cost effective and online applications for mobile data collection and data management
  • Ability to work independently with minimal supervision
  • Ability and willingness to travel within the supported districts
  • Computer skills – MS Word, Excel, PowerPoint, Outlook and Internet and statistical packages such as SPSS, STATA, Epi Info and others related packages.

  • In-depth knowledge of the M&E and preferably minimum 2 years of experience in Non-profit making organisation
