Tanzania Red Cross Society (TRCS) is a voluntary humanitarian organization established as an independent National Society (NS) by an Act of Parliament No. 71 of December 1962 amended by Parliament of Tanzania in September 2019. TRCS was recognised and admitted to the membership of the International Federation of the Red Cross and Red Crescent Societies (IFRC) in 1963. National Societies are recognized by the host Governments as auxiliary to the public authorities in the humanitarian field, meaning that they supplement or support the public authorities in this area. Job Summary: 

The Director of Finance and Administration will be a strategic thought-partner and a hands-on and a participative leader responsible for the financial and administrative business management of TRCS. This position is responsible for resource mobilization, accounting, financial reporting, budgeting, tax compliance, investments, human resources management, administrative functions, risk management and audit functions of TRCS and report to the Deputy Secretary-General. 

The Director of Finance and Administration will play a critical role in partnering with the senior leadership team in strategic decision making and operations as TRCS continues to enhance its quality programming and build capacity. This is a tremendous opportunity for a finance and operations leader to maximize and strengthen the internal capacity of a well-respected, high-impact organization. 

Minimum Qualifications: 

  1. i) Holder of a graduate Degree in accounting/Finance or Business administration. 
  2. ii) Holder of professional Accounting qualification – CPA (T), ACCA or ICMA

Responsibilities: 

Financial Management 

  • Analyze and present financial reports in an accurate and timely manner; clearly communicate monthly and annual financial statements; collate financial reporting materials for all donor segments, and oversee all financial, project/program and grants accounting. 
  • Coordinate and lead the annual audit process, liaise with external auditors and the finance committee of the board of directors; assess any changes necessary. 
  • Oversee and lead annual budgeting and planning process in conjunction with the DSG; administer and review all financial plans and budgets; monitor progress and changes and keep senior leadership team abreast of the organization’s financial status. 
  • Manage organizational cash flow and forecasting. 
  • Implement a robust contracts management and financial management/ reporting system; ensure that the contract billing and collection schedule is adhered to and that financial data and cash flow are steady and support operational requirements. 
  • Update and implement all necessary business policies and accounting practices; improve the finance department’s overall policy and procedure manual.

Roles and responsibilities:

  • Sampled verification of medications in drug storage facilities which include Ngaraganza main drug warehouse, 9 health facilities of Nyarugusu refugee camp and 2 health facilities of Mtendeli camp. 
  • Quality assurance (QA) and quality improvement (QI) of curative and reproductive health interventions in 9 health facilities of Nyarugusu and 2 health facilities of Mtendeli refugee camps 
  • QA and QI of preventive and promotive health interventions in the refugee communities of Nyarugusu and Mtendeli camps 
  1. Ensure that all the capacity building of TRCS health care and incentive workers is based on 

evidence-based learning approaches, quality facilitation and done in a cost-effective manner. 

  1. Support the TRCS health coordinators and reproductive health managers support facility and 

community-based health care provision consistently per MOHCDGEC, SPHERE and UNHCR standards. 

  1. Ensure that all health-related expenditures are in line with approved donor and TRCS budget 

lines and project documents. 

  1. Participate in all UNHCR, WHO, UNICEF, UNFPA, WFP and Ministry of Health planning 

sessions and meetings in Dar es Salaam and Dodoma to ensure the best interests of refugees are appropriately addressed.

Job Summary: 

The job holder is responsible for the coordination, management, development and representation 

of Tanzania Red Cross Society (TRCS) programming in the area of operation. S/he oversees 

program implementation according to TRCS strategies and ensures that operations are implemented 

within TRCS regulations, procedures and guidelines to enable a productive and accountable 

relationship with beneficiaries, communities’ leaders/representatives, relevant governmental 

authorities, National and International NGOs, UN Agencies, and the donor community in general. 

The Refugee Program Coordinator is the TRCS field management representative with relevant 

actors in the area of operation. S/he is the line manager for all staff with area responsibilities and 

s/he is responsible for ensuring a result oriented team. 

Key duties and responsibilities: 

To represent all aspects of program and operations and has overall accountability for the area 

of operation 

To act as the primary TRCS representative in the area of operation and attend all relevant 

forums/meetings in order to strengthen TRCS position in the area, including government 

authorities and relevant stakeholders

A minimum of 5 years management experience, overseeing humanitarian and development 

multi-sector, multi-donor programs in complex and volatile environments 

Proven experience in strategic development and program design, planning, implementation, 

monitoring and evaluation. 

Practical and extensive financial, HR and administration management experience with extensive

Also provide support to visits of international media and other groups to TRCS project sites. iii.
