About Pasiansi Wildlife Training Institute – PWMTI
Pasiansi Wildlife Training Institute (PWTI) is a government institution under the Ministry of Natural Resources and Tourism (MNRT). It is situated in Pasiansi Ward, Ilemela District, Mwanza City along Makongoro road. PWTI covers an area of 10.6 hectares. The Institute is located along Lake Victoria shore bordering Lake Zone Anti-Poaching Unit (ZAPU) to the West, and hosting Malihai Clubs of Tanzania Lake Zone Office (MCT) within its premises. ZAPU and Malihai Clubs are under the Tanzania Wildlife Authority (TAWA) of the Ministry of Natural Resources and Tourism (MNRT). The Institute is located about five (5) kilometers from Saanane Island National Park.
PWTI attained its Establishment Order in 2020 by the Wildlife Conservation Act Cap.283 Section 96 (1) through Government Notice No. 465. At the time of inception in 1959, PWTI was known as Natural Resource Training Institute (NRI). It was established by the then Fauna Conservation Ordinance of 1959 Cap 302 repealed by Wildlife Conservation Act (WCA) No. 12 of 1974. Later on, in 1970s the course offered was narrowed toward wildlife management and the name of the institute changed from NRI to Game Scout Training Centre (GSTC). The overall objective of establishing NRI was to provide training to game scouts to combats poaching and problem animal control. Up to mid-1970, the basic roles of game scouts were to control problem animals and undertake anti-poaching activities and the course study duration was six (6) months. The responsibilities of Game Scouts kept on changing in line with the changing wildlife conservation policies which resulted in the review of the Institute’s curricula to keep pace with the changes. Currently, training is offered in one-year modular courses in semester system. Since 1966 to 2020 the Institute has undergone six major curriculum reviews as follows:
In 1970s the natural resources course offered was narrowed to game scout training. The name of the institute was changed from Natural Resource Training Institute (NRI) to Game Scout Training Centre (GSTC). The entry qualification was Standard seven (STD VII) and course duration was six (6) months. The graduates were awarded Basic Certificate in Wildlife Management (BCWM).
In 1980s, the curriculum was revised; more emphasis was put on law enforcement due to increased illegal killings of elephants and rhinos for trade. The course duration was increased from six (6) months to nine (9) months and the Institute`s name was changed from GSTC to Pasiansi Wildlife Training Institute (PWTI).
In 1990s PWTI entry qualification was changed from STD VII to Certificate of Secondary Education (CSEE). This was necessitated by the change in civil servants’ scheme of service.
In 2002 and 2007 the Institute was registered and accredited respectively by the National Council for Technical Education (NACTE). This accreditation led to the categorization of the curriculum into two programs i.e., Basic Technician Certificate in Wildlife Management (BTCWM) and Technician Certificate in Wildlife Management (TCWM).
In 2014 the curriculum was revised and more emphasis was put on law enforcement, discipline and paramilitary code of conduct. This was necessitated by increased wildlife conservation challenges such as illegal killings of elephants and poaching in general. The names of the programs offered were changed to Basic Technician Certificate in Wildlife Management and Law Enforcement (BTCWLE) and Technician Certificate in Wildlife Management and Law Enforcement (TCWLE) respectively.
In February 2019 the Institute embarked on another major curriculum review process in order to review the current curricula of BTCWLE and TCWLE, and development of curricula for the new program on of BTCTGS and TCTGS for NTA level 4 and 5 is to conform with the Second (2nd) PWTI Strategic Plan for the year 2019-2024 and restructuring of MNRT from civil servants form of services to paramilitary code of conduct in its daily activities.
PWTI has well designed programs that are demand driven and customer oriented in line with National Wildlife Policy of 2007 and National Tourism Policy of 1999. The graduates are awarded certificates according to the National Technical Award (NTA) level 4 and 5 namely Basic Technician Certification in Wildlife Management and Law Enforcement (BTCWLE) and Technician Certificate in Wildlife Management and Law Enforcement (TCWLE) respectively. Various customer-designed Short courses are also offered tailored to meet specific training needs in conservation of natural resources.
