Protection Manager at DRC – Danish Refugee Council

Overall Purpose
The Protection Manager will be responsible for implementation, supervision and managing all DRC staff and all DRC activities in the three refugee camps of Nyarugusu, Nduta and Mtendeli. This entails building effective partnerships with a diverse range of stakeholders, ranging from refugees to humanitarian partners, local communities, and government authorities.

In collaboration with the Area Manager/DCD, the Protection Manager manages the Protection and Community Based Protection related activities, continuously assesses the program interventions and their relevance and advises on necessary changes, ensures that staff are trained and adequately equipped for the assigned tasks.

Responsibilities

Program Management and Representation

    • Implement and supervise the community Based Protection and protection programmes and strategy in three refugee camps.
    • Ensure high quality project implementation in accordance with donor and DRC regulations as well as in line with agreed log frames/indicators, budgets, procurement plans, and work plans.
    • Work with Area Manager and M&E to ensure that the protection and community Based Protection programs are well documented and that the institutional memory of DRC Tanzania is preserved.
    • Ensure that AGDM and Protection principals are mainstreamed into DRC work.
    • Coordinate the establishment of the interagency community-based complaints and feedback mechanism in collaboration with UNHCR and other partner organizations.
    • Develop, support and manage a network of refugee incentive workers who will work under the daily management of Protection and Community Based Protection Assistants.
    • Develop and sustain good working relationships with camp population in order to be well positioned to help communicate views, needs and issues between stakeholders.
    • Facilitate coordination between and amongst refugees and humanitarian actors/service providers and camp co-ordination (government).
    • Act as a focal point for community engagement and messaging from humanitarian agencies refugees
    • Develop strategic relationships with key partners such as UNHCR, and sector level service providers
    • Regular coordination and liaison with UNHCR protection unit and other protection partners in the field, contributing to shaping the overall protection strategy of the operation/response
    • Assist in the representation of DRC in meetings relevant to DRC’s work in Tanzania, including at meetings with partners, donors, government officials and cluster/coordination meetings.
    • Ensure DRC’s mandate is known and correctly understood by all stakeholders.
    • Pro-actively liaise and build good rapport with local authority officials, community representatives, and any other relevant stakeholders.
    • Ensure interaction and linkages with other DRC programming is strategic and relevant

 

Program Development

    • Ensure that high quality, integrated, and needs-based proposals are developed and are according to DRC Tanzania priorities as identified in its country strategic planning
    • Monitor developments and determine strategic opportunities related to the protection and community services sectors.

 

Administration: Finances, Human Resources, and Logistics

    • With Finance/Admin Manager, ensure that activities and expenses are regularly monitored and, as needed, action plans with follow-up are developed to correct any over- or underspending in a timely manner.
    • Signatory of official documents (contracts, payments, purchase orders) within approved parameters and in compliance with DRC’s and donors’ rules and regulations, and Tanzanian law.
    • Responsible for supervision and management of all Protection and Community based Protection staff in camps.
    • Provide appropriate and timely feedback to program staff regarding their performance, including annual staff performance appraisals. Identify with protection and community services staff their needs and opportunities for professional development.
    • Identify gaps in staffing and recruit qualified national staff.

 

Monitoring, Evaluation, Accountability, and Reporting

    • Represent in project kick-off, close-out and review meetings according to requirements. Ensure documentation and follow up of action points in a timely manner.
    • Include the participation of beneficiaries and communities, particularly those most vulnerable or at-risk, in all stages of the project cycle where appropriate.
    • Ensure that all protection and community Based Protection activities are included in project M&E plans and supervise the implementation. Ensure key lessons learned are incorporated in new protection and community services project proposals.
    • Strengthen accountability activities for protection and community Based Protection, ensuring that feedback from all relevant stakeholders is considered in protection and community services programming design.
    • Ensure that DRC’s accountability obligations are delegated and carried out in accordance with the HAP Standard for Humanitarian Accountability and Quality Management (ref. Programme Handbook Annex 15 and related tools).
    • Work with other program managers and head of office to make suggestions to improve accountability mechanisms, including leading on the interagency complaints mechanism at camp level.
    • Ensure that timely and quality project narrative reports are provided on time according to donors’ requirement.

 

External relations

    • Maintain close relations with all relevant stakeholders including the donor and UN agencies, officials from Ministry of Home Affairs, other donor representatives, INGOs, NGOs and CBOs.
    • Ensure effective coordination and visibility to the implementation of the projects with all humanitarian and development actors and relevant stakeholders.
    • Represent the organization with implementing partners, government, and donor entities. Contribute to DRC Tanzania’s fundraising strategy and help build strong relationships with donors to ensure predictable funding for DRC’s protection and community services programming in Tanzania.

 

Security

    • Responsible for following DRC Security procedures and at the programmes level in Tanzania, including Chapter 19 & 20 of the Operations Handbook.
    • Ensures that security incidents at the program level are reported to the Area Manager and Country Director.

 

Reporting Line
The position reports to the Area Manager.

About You

Experience And Technical Competencies

    • University or graduate degree in psychology, law, social work, gender, or other relevant field.
    • 5-8 years’ work experience within the field of law or protection, particularly within the field of refugee, IDP and migrant protection.
    • Several years’ experience working with international NGOs, UN agencies, relevant ministries or local authorities in responding to the needs of refugees, IDPs and migrants.
    • Demonstrated experience coordinating with and supporting national and local authorities as well as humanitarian coordination fora.
    • Prior experience or familiarity with issues relating to mixed migration is a strong advantage.
    • Ability to work effectively and efficiently unsupervised.
    • Demonstrated ability to prioritize, meet deadlines and adapt in a complex and challenging environment.
    • Experience with capacity building, and in convening and facilitating trainings and workshops.
    • Excellent interpersonal skills and demonstrated ability to establish effective and working relations with staff members and other stakeholders.
    • Experience living and working in cross-cultural, multi-sector, and/or remote environments.

 

Languages

    • Excellent analytical and English writing skills
    • Swahili language skills is an added advantage

 

Conditions
Contract: One year contract with possibility of extension, subject to funding and performance. Salary and other conditions are offered in accordance with DRC’s Global Expats terms and conditions. This position is graded at Employment Band M.F2

Availability: Mid February 2020.

Duty station: Kibondo, Tanzania.
