TITLE: Supply Chain Coordinator (Sourcing)
TEAM/PROGRAMME: Operations LOCATION: Dar es Salaam with frequent travel to the field

ROLE PURPOSE: The Supply Chain Coordinator (Sourcing) acts as a crucial component in the Tanzania SCI Supply Chain team which aims to deliver quality goods and services across Save the Children beneficiaries. The Procurement Coordinator (Sourcing) is responsible for coordinating sourcing for Tanzania CO, including
• Develops and maintains a Sourcing Pipeline of anticipated future Procurement demand for both development and humanitarian programmes.
• Runs sourcing procedures in line with the Procurement Manual to deliver identified business supply needs.
• Ensures best value for money is achieved through competitive and transparent sourcing.
• Manages key supplier relationships to develop strong strategic partnerships with critical suppliers.
• S/he may be required to carry out inductions with new staff on aspects of their role and areas of expertise.
• S/he may be required to represent Save the Children on Procurement related seminars or workshops.
• S/he may be required to provide technical support to Implementing Partners.
SCOPE OF ROLE: Save the Children has been operational in Tanzania since 1986 with an initial presence in Zanzibar and now extending to the Mainland with multi-sector programming. We are working with the government, local organizations and other international agencies to reduce child malnutrition, improve maternal, newborn and child health services, support and strengthen early childhood development, primary, alternative and inclusive education and educational systems. We strengthen child protection systems for vulnerable children, promote children’s participation and contribution to policy and resource allocation for services which concern them, support, and respond to emergencies

KEY AREAS OF ACCOUNTABILITY :

Sourcing of goods and services
• Develop Save the Children’s Tanzania CO a rolling Sourcing Pipeline alongside Head of Supply Chain
• Liaise with stakeholders both internal and external to continually review the internal and external environments and identify opportunities to add value to our operations through effective sourcing.
• Develop sourcing approaches to meet programme supply needs based on plans, procedures and requests received
• Plan and implement complex sourcing processes, ie. formal quotations and tenders, to ensure optimal sourcing outcomes
• Ensure all appropriate due diligence checks and risk assessments are carried out in line with organisational policy
• Track and deliver financial benefits as an outcome from the sourcing activities, completing benefits approval forms and tracking country financial benefits performance across the entire country spend.
Supplier Management
• Support supplier selection and contracting activities by undertaking market research and analysis, running tenders and setting up Contracts, Pre-Qualified Suppliers and Framework Agreements where appropriate for selected supplies for the Country Office and Save the Children field offices.
• Manage our supply base by tracking supplier performance, actively liaising with suppliers, and undertaking supplier risk management e.g. vetting
• Make suppliers aware of Save the Children values, policies and procedures and their need to comply as part of agreements.
• Ensure we only work with vetted, high quality suppliers that comply with Save the Children, Legislative and donor requirements.
Team Management and Capacity Building
• Conduct performance reviews and build capacity of the Supply chain Assistant (Sourcing), ensuring clear work plans are in place and that personal objectives are established with regular feedback and support provided
• Develop strong relationships with field office programmes to support them in improving their Procurement practices and review all Procurement Plans together with the Head of Supply Chain
Performance Management
• Produce management information reports on a monthly and quarterly basis, including data analysis and recommendations on improving the efficiency of sourcing services
• Support the Head of Supply Chain in monitoring the Procurement function performance against KPIs and targets, developing and implementing the necessary corrective actions for sourcing activities to improve performance.
• Ensuring all financial benefits from sourcing are documented
Governance
• Promote and ensure compliance to our Procurement Policy, Procedures and quality standards
• Implement and ensure compliance to our Procurement Policy, Procurement Manual and established Procurement Procedures
• Set a strong tone from the top that fraud is unacceptable

QUALIFICATIONS
• Preferred BA/BSc/BEng in management; Supply Chain, Logistics, Procurement, Engineering or related fields and/ or Chartered Institute of Purchasing & Supply (CIPS)/ (PSPTB) or equivalent Experience

EXPERIENCE AND SKILLS
• Minimum of 5 years of relevant experience working in Procurement, preferably in an NGO/and/or development program, with in depth experience in managing complex sourcing processes and supplier relationships
• Solid knowledge and experience of planning and implementing sourcing activity and processes
• Excellent supplier management skills and a strong ability to hold suppliers accountable to deliver on their responsibilities
• Familiarity with the local and regional supplier markets
• Experience in some of our key programmatic categories (Supply Chain, Construction, Humanitarian Goods, Education Supplies, Medicines) or indirect categories (External Workers/Consultancy, IT, Property etc.). Knowledge of NGO/ Donor policies and their compliance requirements in respect of Procurement and wider supply chain activity
• Competency in reporting, particularly the ability to quickly develop clear and concise delivery tracking, scheduling or pricing, donor, monthly KPI reports
• Willingness to undertake field travel as required and work in difficult environments according to travel environments
• High level of computer literacy. Especially excellent MS Excel/Word skills.
• Excellent oral and written communication skills; Fluency in spoken and written English
• Commitment to and understanding of Save the Children’s aims, values and principles.

• Provides SME Procurement support and guidance to FOs/ requesters.

KEY AREAS OF ACCOUNTABILITY :

Procuring Goods and Services (Buying)
• Supervise and manage preparation of Procurement process in all steps and stages, especially when it comes to purchase orders and contracts
• Advise on best sources of supply in coordination with the Supply Chain Officer
• Verify purchase requests ensuring all required information is provided.
• Process Purchase Requests using pre-established FWAs and Pre-Qualified Supplier (PQS) lists and support Supply Chain Officer (buyer) on comparative bid analysis, Procurement committees and PO processes
• Ensure that items procured match programmatic requests and are of good quality and value for money
• Support the Supply Chain Officer (buyer) to ensure that all orders are processed in timely manner, inputted on Procurement Tracker, status updates are communicated to programmes, and that all relevant documentation is filed appropriately.
• Monitor Procurement activities for signs of fraud/ corruption and report these to the Head of Supply Chain.
• Ensure Save the Children’s and donors Procurement procedures and policies are being adhered to and provide guidance regarding their application at the field level.
• Monitor Contract/ FWA Compliance, create catalogues where required and manage supplier enablement in ProSave (our new global Procurement system)

Supplier Management
• Manage our supply base by tracking supplier performance, actively liaising with suppliers, and undertaking supplier risk management e.g. vetting

• Ensure international Procurement, importation and custom clearance of goods are in line with programme budgets and needs
Systems, Tools and Processes
• Promote and ensure compliance to our Procurement Policy, Procedures and quality standards
• Provide ProSave support and Procurement advice for requisitions and our FOs
• Regularly Review and update price lists, supplier information/ vetting and specification of goods and services in ProSave
• Support head office initiatives around global supply chain systems, as required with specific focus on Procurement as guided by our Regional and Centre Offices.
• Turning Framework Agreements and Contracts into online catalogues in ProSave that staff can order from directly
• Working with the supply base to ready them/support them for sourcing and ordering through ProSave.

QUALIFICATIONS
• BA/BSc in management; Engineering, Procurement or related fields and/ or Chartered Institute of Purchasing & Supply (CIPS)/ (PSPTB) or equivalent Experience.

EXPERIENCE AND SKILLS
