Organizational Setting
The Finance Associate position is located in the East and Southern Africa Regional Office of UNFPA, Johannesburg in Operations Unit, and reports to the Regional Operations Manager.
Job Purpose
Provide advisory support to a group of Country Offices with respect to operating fund account reconciliations, financial policy application and Atlas processing.
Analysis of CO trial balance and review of CO expenditures and balances sheet accounts to ensure accuracy of the accounts.
Assistance to Cos in fulfillment of their accountability obligations.
Assistance in the year end closure processes.
Main Tasks and Responsibilities
A. Advisory support to Country Offices
Advise and support UNFPA staff in ESARO and Country offices on programme budget reallocations and chart of accounts coding, etc., accounting, policy application and other financial matters.
Examine and analyze quarterly reports of expenditure (COE/FACE) for reasonable ending balances. This includes: Monitor CO Operating Fund Balances
Reconciliation of submitted reports with the general ledger, and
Analysis of exchange rate gains/losses on operating fund accounts.
Provide training to CO finance assistants on application of financial policy, Atlas use and Excel. Training may be held via teleconference or in person in the field.
B. Analysis of accounts
Review accounting transactions to ensure compliance with policies and procedures.
Review CO trail balance for reasonableness and advise COs of potential mistakes
C. Assist CO in accountability obligations
Monitor financial information integrity and completeness via the dashboard and follow up with CO’s to ensure the following are performed to allow for monthly closures: Vouchers are posted, manage payments and ensure reconciliation of payables and deposits
Ensure maintenance and monitoring of charge accounts: charges to incorrect accounts are timeously corrected.
Purchase orders and requisitions are not excessively aged, by monitoring the dashboard.
Petty cash management
Staff advances are properly accounted for and collected upon, and
programme budgets are not over allocated
Monthly and quarterly reporting
Institutional budget monitoring,
Maintains filing of financial related documents
Submits VAT claims, monitors and distribute reimbursements for ESARO
Acts as VAT focal point for select COs in ESA region.
D. Assistance in year-end closure process
Prepare financial analysis as requested. This can include, but is not limited to: Reviewing UNDP HQ bank reconciliations for all currencies for accuracy with B2B report
(Bank Book UNDP report) and the general ledger.
Creation of general ledger journal entries
Summarization of trial balance for financial statement preparation, and
Research of anomalies and follow up with respective user
Timely submission of year end certifications.
E. General
Promote continuous improvement and harmonization of business processes.
Perform activities that may be assigned from time to time to ensure the success of the working team.
Qualifications and Experience
Education: Completion of secondary education and successful completion of UN accounting test (if applicable).
Knowledge and Experience
6 years finance-related work experience –accounts receivable, accounts payable, general ledger maintenance, etc. Experience in application of IPSAS or IFRS would be advantageous.
Proficiency in use of spreadsheets, word processing and computerized accounting systems (preferable PeolpleSoft)
Successful completion of UN accounting test;
Strong written and oral communication skills.;
Ability to organize effectively, work under pressure with attention to detail, precision and accuracy.
Dedication to UN principles and demonstrated ability to work harmoniously with persons of different national back round.
Languages: Fluency in English. Working knowledge of French and/or Portugese, is an asset.
