Unicef Tanzania is looking for National Individual Consultant to develop the Zanzibar Decentralisation by Devolution Support Programme (DbDSP), in order to inform the implementation of Zanzibar decentralization policy and strategy for the period 2020-2025

How can you make a difference?

Specific Objectives;

  • Take stock of existing initiatives and programmes (including from development partners) that support decentralisation and local governance in Zanzibar, including outputs from the 5 Task Forces established on key results areas: Awareness Creation &Sensitization; Policy & Legislative Harmonization; Fiscal Decentralization; Human Resource Empowerment: and Institutional Review:
  • Carry out stakeholder consultations to collect views to inform the design of Decentralisation by Devolution Support Programme (DbDSP).
  • Prepare a Decentralisation by Devolution Support Programme, (DbDSP) document that is reflective of stakeholder consultations and regional/international best practice and includes the strategy for decentralisation and action plan.

TASKS, DELIVERABLE AND TIME FRAME

The development of the Programme document will require the following tasks to be accomplished: 1) Revisit documents relevant to decentralisation in Zanzibar including the Decentralisation policy (2012), Legal Framework (2014), evaluation of the Decentralisation by Devolution Strategy and Roadmap (2019) – expected in early to mid 2020 – with a view to identifying implementation gaps for each of the key issues, objectives and policy statements

2) Conduct literature review related to local government reform programme in Mainland Tanzania and the region in order to extract lessons critical to the next phase of decentralisation in Zanzibar, including evaluations of the Local Government Reform Programme in Mainland Tanzania, UNICEF capacity assessment of LGAs on Strategic Planning and the ENGINE USAID capacity assessment (2018), Education Sector Financing Paper by KPMG (2019). – Acceptable inception report

3) Conduct stakeholder consultations and validations to obtain design inputs on the approach and structure of the programme, including meetings with the 5 task forces. – Synopsis report of Current Situation b) Draft a programme document in a manner that is well understood and easy to translate for implementation by the relevant actors, including a strategy and action plan for each component in the context of policy requirements; a framework for risk management and sustainability and a monitoring, reporting and evaluation matrix – Draft Local Decentralisation by Devolution Support Programme

4) Present draft to PORALGSD as well as key stakeholders and incorporate inputs for a final draft.

5) Present the final draft in a validation meeting. – Final PowerPoint presentation

6) Submit final documents

  • Final Decentralization by Devolution Support Programme
  • Final PowerPoint presentation
  • Prepare a popular version of the document (in Kiswahili)

To qualify as an advocate for every child you will have…

The assignment will be conducted by a national individual consultant with a profile that emphasizes extensive experience in developing similar local government strengthening programmes. The consultant will have a track record in the decentralisation landscape in both Tanzania Mainland and Zanzibar in addition to:

  • An advanced university degree (Master’s or higher) in Public Policy, Local Government Administration and related.
  • A minimum of[ Ten years] of relevant professional experience in review and development of local government strengthening programmes.
  • Demonstrated experience working efficiently and effectively with stakeholders such as government ministries and donors.
  • Strong track record of successfully completed similar assignments.
  • Developing country work experience.
  • Fluency in English is required. Knowledge of a local language is an asset.
